Purpose:
To establish a unified educational and clinical standard for the global accreditation of special needs professionals, ensuring reliable professional quality that is eligible for mutual recognition across countries and organizations.
Main Objectives:
- To standardize the minimum required knowledge, skills, and competencies for working with individuals with disabilities
- To provide structured classification pathways (Foundation – Practitioner – Specialist) with clear requirements for each level
- To ensure that examinations and assessments are fair, objective, and verifiable
- To provide a framework for continuous professional development and renewable accreditation












Target Audience and Certification Levels
Levels
Level D – Foundation
(Foundation Certificate)
Designed for newcomers (assistant teachers, aides, support staff) or professionals from related fields entering the sector.
Total Accredited Hours: 120 hours
(8 modules × 15 hours)
Level C – Practitioner / Licensed Practitioner
(Practitioner)
For professionals with basic field experience seeking a practitioner license (e.g., entry-level speech therapist, special education specialist).
Total Accredited Hours: 240 hours
(8 advanced modules × 15 hours = 120 hours + 120 hours supervised practical/field training)
Level B – Specialist / Expert
(Specialist)
An advanced professional level involving supervisory or research responsibilities.
Total Accredited Hours: 400 hours
(10 specialized modules × 20 hours = 200 hours + 200 hours practical project/research)
Level A – Consultant
(Consultant)
A high-level professional stage with supervisory, consultative, and research responsibilities.
Total Accredited Hours: 500 hours
(10 specialized modules × 20 hours = 200 hours + 300 hours practical project/research)
